RE:                DE PREMIUM ADJUSTMENT PROGRAM AMENDMENT

 

Early this year, The Stoll Agency--a Chapter Associate Member--noticed that several "600 series" classification codes appearing in the Pennsylvania Construction Classification Premium Adjustment Program (PCCPAP) were omitted in the Delaware program (DCCPAP). This meant that some classifications of electrical work qualifying for a discount on worker's compensation premiums in Pennsylvania would not qualify in Delaware.

 

In conjunction with The Stoll Agency, the Penn-Del-Jersey Chapter contacted the Delaware Compensation Rating Bureau (DCRB) to inquire about these omissions and support the inclusion of these classifications in the Delaware program. As a result, the DCRB approved revisions to the DCCPAP in October that would bring it more in line with Pennsylvania's program.

 

All "600 series" classifications have now been brought into the DCCPAP. Classifications that were previously omitted include:

 

660 - Alarm or Sound System

662 - Appliance - Electrical - Service or Repair 670 - House Furnishings Installation

673 - Advertising Sign, Manufacture, Erection or Repair 679 - Advertising Company, Outdoor

681 - Canvas Goods Erection

682 - Employment Contractor - Temporary Staff - Construction or Erection Operations 691 - Employment Contractor - Temporary Excavation Staff

693 - Employment Contractor - Temporary Commercial Structure Carpentry Staff

 

695 - Employment Contractor - Temporary Electrical Wiring Staff

 

Starting next month, firms that perform the above types of work will qualify for a discount on their worker's compensation premium in Delaware. The minimum requirement for this program is to pay an average wage rate of $21.10 per hour--qualifying for a 5%

discount. Above this level, the discount percentage scales upward to a maximum discount of 25% for firms with average wage rates of $32.46 or higher.

 

This policy change becomes effective on December 1, 2019 and a form must be completed in order to get the discount. This form can be completed online and emailed, or on paper and mailed or faxed, to the DCRB. Please click the link below to view the forms and instructions:
